Woo-verzoek Ministry of Justice and Safety, 4-11-2025

This page details probable intelligence interference in a legal Woo-request to the Ministry of Justice and Security, ostensibly to thwart my efforts to find out why they illegally intercepted my package of research sent to the police.

On 4 November 2025 I submitted a formal Woo-request (Wet open overheid = Dutch Freedom of Information Act request) to the Ministry of Justice and Security. The subject was the possible interception or rerouting of a specific registered postal item you sent on 13 October 2025 via PostNL (track-and-trace 3S RPKS 4862 24954), addressed to the police in Utrecht. I asked for all internal correspondence, logs, policies, contracts with the “zakelijke doorstuurservice” (business forwarding/redirection service), and any knowledge the ministry had about this letter between 13 October and 21 October 2025.

The reason for the Woo-request was that the AIVD is the only party with the capabilities to redirect a person's mail, and that by all outward appearances the AIVD has broken several laws doing so, since I am not on a terrorist watch list, and the AIVD themselves received a copy a week before and commented that it was “not relevant to national security” - effectively leaving them with absolutely no right to intercept mail (especially not mail to the police with “request for protection” written on the envelope).

The ministry’s information service (informatie@rijksoverheid.nl) also replied separately, saying they had forwarded your Woo request to the Ministry of Justice and Security and that you would hear further from them. Then on 5 November 2025 I received an automatic acknowledgment from the ministry with reference number EM2943979.

What follows is almost a month of silence from the ministry, which is longer than the normal 4-week legal deadline under the Woo. Therefor I sent a polite but firm follow-up email entitled “Constateerende brief van geachte weigering” (formal notice of deemed refusal), on 3 December 2025, pointing out that the legal deadline had passed without any decision, and that I were therefore entitled to treat it as a refusal and lodge an administrative appeal (bezwaar).

A ministry employee (S. Sarah van den Berg) replied from contactpersoon Woo JenV that they cannot find my original Woo request in their system and asked how and when I had submitted it.

I immediately replied with the same day, attaching the original Woo request as a PDF (“Woo-verzoek-minjenv.pdf”) and expressing surprise that it had apparently never arrived, despite the earlier automatic confirmation with reference EM2943979. I sent a second, separate email with the same PDF and the full original request again (“Gmail - Woo-verzoek inzake mogelijke doorzending of onderschepping…pdf”).

In short: my original letter of early November 2025 was lost inside the Ministry of Justice and Security’s own mail handling, despite the automatic confirmation I received. My follow-up on 3 December 2025 forced them to rediscover the case, and the procedure has now effectively restarted, but as of writing this text (5 December 2025) there has been no response.

This entire affair reeks of intelligence interference, to cover up their repression of among other things, this research.

On 7 December 2025 I sent a complaint about the above incidents.
